On Friday, December 6, 2024, The Atlanta Journal-Constitution reported that an incident involving Shannon McNeal, a part-time magistrate judge in DeKalb County, has sparked an ethics investigation by both county and state authorities. The situation arose from an altercation captured on video that occurred in the public service area of the DeKalb County tag office on November 6.

The confrontation was recorded by Russell Pickron, a YouTuber who was filming in the tag office as part of his efforts to document government employee interactions with the public. During the encounter, McNeal asserted her privacy rights, claiming they were superior to those of Pickron, and stated that he did not have permission to film her.

The video reveals escalating tensions between McNeal and Pickron. As the exchange progressed, McNeal began filming Pickron on her phone, declaring, “If you’re going to film me, I’m going to film you. And I’m going to film you all the way outside and film your tag number. And then I’m going to look up your tag number and I’m going to go to your house.” Her comments included threats to find out Pickron’s identity and visit his home, which he described as unsettling given her position as a judge.

Throughout the video, McNeal expressed her frustration, calling out Pickron for allegedly offending her and asking if his purpose was to harass citizens. “I can’t wait to go outside and see what car y’all are in,” she said, adding that she intended to “picnic” in front of his house. Following the confrontation, she has refrained from commenting to the media.

As a result of this incident, McNeal is currently not hearing or adjudicating court matters, according to a spokesperson for DeKalb County. The investigation into her conduct is being led by the Georgia Judicial Qualifications Commission, which has received complaints from Pickron and his YouTube subscribers regarding McNeal’s behavior. The commission has the authority to charge McNeal with violations of the Georgia Code of Judicial Conduct and may recommend disciplinary actions to the Georgia Supreme Court.

McNeal has served as a part-time magistrate judge in DeKalb County since 2019. Her annual salary is reported to be $126,563, and she has a long history with the county, having worked in various roles, including assistant county attorney and court law clerk, since 1997.

In an interview, Pickron expressed his intent to document government operations for public transparency. He voiced his discontent over McNeal’s statement about her rights being superior and emphasized that he remained professional until the altercation escalated. He described her comments about tracking him down as “scary,” highlighting the inappropriate nature of her threats considering her judicial position.

After the incident, McNeal and Pickron were observed exiting the tag office to speak with law enforcement officers who had been called to the scene. Pickron clarified that neither he nor his filming partner, Lana Patrick, were arrested during the altercation. Patrick, also a YouTuber with a significant following, has not publicly commented on the incident.

Pickron later contacted the DeKalb County Magistrate Court to file a complaint about McNeal, which led to the current investigation. A spokesperson for the county confirmed that any investigation or related personnel actions would be managed by the appropriate judicial authorities.
