On Monday, April 21, 2025, the New York State Commission on Judicial Conduct announced the appointment of Hon. Peter H. Moulton, a Justice of the Appellate Division, First Department, to the Commission. The appointment was made by Chief Judge Rowan D. Wilson, filling a vacancy left by the recent retirement of Appellate Division Justice Anil C. Singh.

Justice Moulton, who graduated from Stanford University and Columbia University School of Law, has a notable judicial career. He was elected to the Supreme Court in 2014 and appointed to the Appellate Division in 2017. Throughout his tenure, he has held various leadership roles within the New York court system, including Administrative Judge for Civil Matters of the First Judicial Department and Coordinating Judge for the New York City Asbestos Litigation. His judicial career began in 2004 when he served as a Judge of the New York City Civil Court, where he was the Supervising Judge in New York County from November 2010 to January 2014.

Before his judicial service, Justice Moulton worked as a principal law clerk to Justice Leland DeGrasse and was a litigator for the Affirmative Litigation Division of the New York City Corporation Counsel. He also served as a law clerk to U.S. District Judge Charles E. Stewart, Jr.

The New York State Commission on Judicial Conduct was established in 1978 as per the state constitution to investigate complaints of misconduct and disability against judges in the State Unified Court System. The Commission is responsible for publicly disciplining judges found to have engaged in misconduct.

The Commission consists of 11 members, all serving without pay. Members include appointees from the Governor, the Chief Judge of the State of New York, and the leaders of the State Legislature. The Commission’s current members include Joseph W. Belluck, Esq. as Chair, Taa Grays, Esq. as Vice Chair, and several other distinguished legal professionals and judges.

Justice Moulton’s term on the Commission will conclude on March 31, 2026.
