On Friday, June 7, 2024, the Executive Committee of the Circuit Court of Cook County issued a special order in response to allegations of misconduct against Judge Kathy M. Flanagan.

The order stated that Judge Flanagan had been publicly implicated in conduct, the veracity of which was still under investigation, but if true could threaten damage to the judicial branch of government or the administration of justice.

Judge Flanagan appeared before the Committee with her legal counsel to provide her perspective on the purported events. After reviewing information from both Judge Flanagan and the initial complaint, the committee determined that the matter warranted further review and formally referred the case to the Judicial Inquiry Board for investigation.

The Committee also found potential issues with Attorney Brad R. Schneiderman related to Illinois rules of professional conduct. Specifically, rule 3.5(d) which prohibits lawyers from engaging in conduct intended to disrupt a tribunal. This allegation against Schneiderman will be handed over to the Attorney Registration and Disciplinary Commission to examine.

The order by the Executive Committee aimed to maintain transparency while the accusations pertaining to Judge Flanagan and Attorney Schneiderman were fully examined. The Committee will continue its oversight of both inquiries and could issue additional directives when more is learned.

Judge Flanagan is a Circuit Judge for the Illinois Circuit Court of Cook County. She was first elected to the bench in 1988.
