On Monday, March 23, 2026, the Florida Judicial Qualifications Commission (JQC) issued an order scheduling the final hearing and prehearing deadlines in the case concerning Miami Judge Bronwyn C. Miller. Miller faces disciplinary charges stemming from text messages she exchanged with Miami-Dade State Attorney Katherine Fernandez Rundle, which have raised concerns about her impartiality.
The final hearing is scheduled to commence on January 12, 2027, at 9:00 a.m. at a courthouse to be designated in Miami, Florida. The JQC has reserved four days for the hearing.
The schedule order outlines several key deadlines leading up to the final hearing. The parties must file preliminary witness and exhibit lists by April 30, 2026, and final witness and exhibit lists by July 31, 2026. All motions to amend pleadings must be filed by June 15, 2026, with no motions for leave to amend pleadings filed after June 1, 2026, considered absent a showing of good cause.
Judge Miller’s Omnibus Amended Motion to Dismiss will be heard on April 20, 2026, at 2:00 p.m. A separate notice of hearing for that motion will be entered. Judge Miller’s request that the Motion be heard by the full panel has been denied, and the Motion will be considered by the Hearing Panel Chair.
The JQC has set an August 14, 2026 deadline for all discovery to be completed, including depositions and discovery requests served in sufficient time. Pretrial motions, including motions in limine, must be filed no later than September 15, 2026. A separate order setting forth the date and time of the Pretrial Conference will be entered at a later date.
Counsel must exchange all exhibits no later than 10 days prior to the Pretrial Conference. They must also confer concerning those exhibits, and if there are any unresolved objections to any proposed exhibits, a Joint Schedule of Objections must be filed no later than 3 days prior to the Pretrial Conference. Any objections to proposed exhibits must be set forth with specificity.
The parties are required to provide seven copies of their exhibit books, with indices, exhibits, and the Joint Schedule of Objections to the Hearing Panel on January 12, 2027, before the Final Hearing commences. The parties are encouraged to stipulate to as many facts and exhibits as possible.
The JQC has also established a policy on the limitation of character witnesses. The Respondent Judge will be limited to a total of three live character witnesses. In addition to these witnesses, letters or affidavits of character from others may be supplied. Any such letters or affidavits of character should be included in the Respondent Judge’s Exhibit Book.
