On Tuesday, July 1, 2025, Fox News reported that House Republicans have escalated their complaint regarding a district court judge overseeing a significant funding case involving the Trump administration.

Representatives Jim Jordan from Ohio and Darrell Issa from California, both members of the House Judiciary Committee, have requested that the First Circuit Court of Appeals conduct an investigation into Judge John McConnell, who was appointed by former President Obama.

The case in question pertains to a funding freeze initiated by the Office of Management and Budget, which ordered a multibillion-dollar suspension of federal benefits. This action has been challenged in court by 22 states, led by Democratic attorneys general, who argue that the funding freeze is unlawful because Congress has already allocated these funds. Judge McConnell has sided with the states, blocking the administration’s suspension of the funds. His ruling is currently under review by the First Circuit Court of Appeals.

In March, Judge McConnell stated that the funding suspension “fundamentally undermines the distinct constitutional roles of each branch of our government.” He criticized the freeze for lacking “rationality” and failing to consider the practical consequences for states, which could jeopardize essential services such as public safety, healthcare, education, childcare, and transportation infrastructure.

Jordan and Issa have raised concerns regarding Judge McConnell’s connections to Crossroads Rhode Island, a nonprofit organization that has received substantial federal and state grants. They allege that McConnell’s long-standing leadership roles at Crossroads could present a conflict of interest, given that his judicial decisions may have directly benefited the nonprofit by restoring funding.

Their letter addressed to Judge David Barron, the chief judge of the First Circuit, emphasizes the potential ethical implications of McConnell’s ties to Crossroads Rhode Island. The representatives argue that given the organization’s dependency on federal funding, Judge McConnell’s rulings could be seen as self-serving.

This development comes amid ongoing tensions surrounding McConnell’s judicial decisions related to the Trump administration. His initial ruling to block the funding freeze and subsequent enforcement of his injunction against suspending FEMA funds have drawn criticism from allies of President Trump.

The organization America First Legal, aligned with Trump, has been investigating McConnell’s connections to Crossroads Rhode Island for several months and has voiced its concerns to the First Circuit. Additionally, Representative Andrew Clyde from Georgia has introduced articles of impeachment against Judge McConnell, although this approach has not gained broad support among the wider Republican conference.

Social media activity has also intensified around this issue, with notable Trump supporters targeting McConnell, including public criticisms aimed at the judge’s family. The Providence Journal, a local newspaper, has described McConnell as a prominent figure in Democratic circles and a significant contributor to Democratic campaigns prior to his confirmation in 2011.

Despite the controversies, no parties involved in the case have formally requested Judge McConnell’s recusal at this time.
