On Thursday, January 22, 2026, the California Supreme Court announced the appointment of Judge Frederick S. Chung, a member of the Santa Clara County Superior Court, to the Committee on Judicial Ethics Opinions (CJEO). The appointment fills the vacancy created by the retirement of Judge Erica Yew, who served on the Santa Clara County Superior Court for 24 years. Judge Chung will serve the remainder of Judge Yew’s term, commencing February 1 and concluding December 31, 2026.

The Committee on Judicial Ethics Opinions is an independent body established to provide guidance to both the judiciary and the public on matters pertaining to judicial ethics. The committee operates autonomously, independent of the California Supreme Court, the Judicial Council, and all other organizations.

CJEO comprises 12 members, consisting of appellate justices, trial court judges, and commissioners. These opinions do not necessarily reflect the views of the California Supreme Court or any other entity.

The committee’s primary function is to provide guidance on proper judicial conduct, based on the California Code of Judicial Ethics and other relevant authorities. This guidance is disseminated through formal opinions, informal opinions, and oral advice. The aim is to ensure that judges adhere to the highest ethical standards in their professional conduct.
