On Friday, May 23, 2025, ABC 7 Chicago reported that newly released video footage revealed events outside a Milwaukee County courtroom involving Circuit Court Judge Hannah Dugan, who faces charges for allegedly assisting a defendant in evading federal agents. The incident occurred on April 18, 2025, at approximately 8:43 a.m. on the sixth floor of the Milwaukee County Courthouse.
Eduardo Flores Ruiz arrived for a hearing related to a domestic abuse case and met his attorney in the hallway before heading toward Judge Dugan’s courtroom. Unbeknownst to him, plain-clothed federal agents were stationed on a bench, waiting to detain him. As Flores Ruiz passed by, the agents appeared to confirm his identity.
According to a criminal complaint, a court official informed Judge Dugan of the agents’ presence. Video evidence shows Dugan, accompanied by another judge, approaching the agents. The complaint alleges a disagreement ensued over the type of warrant the agents held for Flores Ruiz’s arrest. Dugan directed the agents to the chief judge’s office, pointing them toward a set of double doors. She then instructed additional agents down the hall to follow the same direction.
Meanwhile, Flores Ruiz and his attorney exited the courtroom through a different door. As they walked toward the elevators, they passed another plain-clothed agent, unnoticed by both them and Judge Dugan. This agent signaled to another to trail Flores Ruiz. Security footage captured Flores Ruiz leaving the courthouse via a basement exit onto Ninth Street.
Upstairs, agents were seen exiting the chief judge’s office and heading downstairs. Street-level video showed agents pursuing Flores Ruiz as he attempted to flee across 10th Street. Despite his efforts to escape, the agents apprehended him.
