On Tuesday, December 10, 2024, WAJR reported that Morgantown Municipal Court Judge Stephen G. Higgins announced his retirement after over 25 years of service. Judge Higgins informed city officials of his decision to step down at the end of the year, expressing gratitude for the opportunity to serve the community.
In his letter to city leadership, Higgins highlighted his commitment to fairness in his judicial responsibilities and took pride in the accomplishments achieved during his tenure. He stated, “It has been an honor to serve this city and its citizens.”
Judge Higgins has been recognized for his professionalism and equitable treatment of individuals appearing before him. Municipal Court Clerk Kat Friend praised his respectful approach, emphasizing that the city will miss his contributions as a valuable asset to the judiciary.
The Morgantown Municipal Court handles various cases, including traffic offenses, misdemeanors such as first-offense DUI, and citations issued by local law enforcement and municipal authorities. It also addresses criminal violations of city code, with penalties that can include up to 30 days of imprisonment or fines reaching $500.
Court sessions are held on Tuesday mornings, Thursday afternoons, one Wednesday morning each month, and bi-monthly evening sessions, typically lasting between one to two hours, though some may extend longer.
City officials are now seeking candidates for the position of Municipal Court Judge. A West Virginia-licensed attorney is preferred, but those who meet the qualifications outlined in W. Va. Code § 8-10-2 are invited to apply. The start date for the new judge is set for January 1, 2025, or as soon as the position is filled, with compensation determined by experience.
