The hearing in Lycoming County was abruptly halted just before it was set to begin.

Judge Frey cited a conflict of interest as the reason for his recusal but did not provide further details. His decision left Moy visibly upset, who expressed his frustrations to reporters while being led away from the courthouse in handcuffs. He stated intentions to pursue legal action against those involved in the proceedings.

Moy, who opted to represent himself during the hearing, is facing multiple charges, including kidnapping to facilitate a felony, robbery, and theft by unlawful taking. He is also facing charges related to drug offenses in Lycoming County. The specifics of the kidnapping incident, which allegedly took place on September 17, revealed that Moy flagged down a woman at an intersection, threatened her with a firearm, and forced her into her vehicle.

The victim reported feeling “terrified for her life,” complying with Moy’s demands as he directed her to pick up another man. The situation escalated when Moy and the unidentified man assaulted the victim, with Moy allegedly attempting to force her into the trunk of the vehicle. Ultimately, the two men fled the scene after robbing the victim of cash, a phone, and personal items.

Moy was later apprehended by U.S. Marshals and is facing significant legal repercussions. During a prior arraignment, he requested the return of his cell phone, claiming it contained evidence relevant to his case. Judge Frey denied bail for Moy, who faces a potential maximum sentence of 58 years in prison if convicted on all counts.
