Adams received a public admonishment from the Commission on Judicial Performance for misconduct during court proceedings. The commission, which oversees judges in California, found that Judge Adams exhibited inappropriate behavior during an arraignment, including raising his voice, standing provocatively, and displaying impatience towards a defendant’s attorney.

The incident involved Judge Adams, 84, who allegedly threw motion papers at the attorney and removed his glasses while pointing at them during the hearing. This behavior was outlined in the commission’s public reprimand, which also noted that Judge Adams had made misleading statements regarding his retirement. He initially claimed he would not return to the bench after his final day, yet he resumed duties before the commission’s findings were published.

The commission’s report highlighted that this admonishment was particularly serious due to Judge Adams’ prior disciplinary history. In June 2023, he received a private admonishment for behavior perceived as biased or prejudiced, as well as for improper communications with a jury foreperson. Additionally, a 1993 private admonishment was recalled, where Judge Adams ordered a pro se litigant to be jailed for two days without due process.

Judge Adams has served on the Santa Barbara County Superior Court since 1983, with his current term beginning in 2021. The commission’s decision underscores the importance of maintaining judicial integrity and the expectation for judges to uphold standards of decorum and fairness within the California court system.
