On Thursday, April 16, 2026, WKYT reported that the Kentucky House and Senate filed resolutions to censure Kentucky Supreme Court Justice Kelly Thompson on the last day of the legislative session.
The resolutions, House Resolution 141 and Senate Resolution 305, address Justice Thompson’s concurring opinion related to the Supreme Court’s ruling that terminated the impeachment of Fayette County Circuit Judge Julie Goodman.
The resolutions state that Justice Thompson’s opinion included threats of professional discipline and criminal prosecution towards attorneys and legislators involved in the ongoing impeachment proceedings. Furthermore, HR 141 and SR 305 request that the Legislative Research Commission’s director file a formal complaint against Justice Thompson with the Judicial Conduct Commission.
These actions follow the Senate’s decision to suspend Judge Goodman’s impeachment proceedings the day prior. The impeachment trial had been scheduled for April 16, immediately after the legislative session concluded.
Senate President Robert Stivers has publicly criticized the Supreme Court’s opinion, claiming it infringes upon the Senate’s constitutional duties. Senator Brandon Storm indicated that the Senate could revisit the matter in the next session, depending on the Judicial Conduct Commission’s findings regarding Judge Goodman.
The House also introduced House Resolution 140, which challenges the constitutionality of the Supreme Court’s opinion.
