Norris, who is finishing his fifth six-year term in 2026, has made a significant impact on the legal landscape of Northeast Louisiana. He stated that he felt it was time to retire, having recently turned 65 and completed his 30th year of service. Norris expressed a desire for someone newer with fresh ideas to take over the position.

Born and raised in West Monroe, Norris has served since 1997. Throughout his tenure, he has not only handled typical judicial duties such as signing judgments, issuing warrants, and deciding cases, but he has also voluntarily taken on juvenile cases, a responsibility many courts at his level avoid. A key focus of his work has been protecting children who have been neglected or abused, and facilitating their rehabilitation and reunification with families.

In addition to his judicial work, Norris established a probation department and helped the court collect over $450,000 in restitution for victims. While he has been encouraged to continue his service, Norris has been contemplating retirement since his last term. He indicated that this is likely his last political office, though he might consider practicing law. He also mentioned enjoying following West Monroe football and broadcasting some of their games on the radio, activities he plans to pursue, along with spending time with his family.

Norris will serve until the end of his current term in December, with a new judge set to take over on January 1, 2027.
