On Tuesday, June 17, 2025, the New York State Commission on Judicial Conduct announced that Lucas H. Ferrin, a Justice of the Conquest Town Court in Cayuga County, resigned from his position following an investigation into charges of Driving While Intoxicated (DWI) and related offenses.
Ferrin, who is not an attorney, stepped down as part of a plea agreement after being charged in October 2024 with DWI and obstructing governmental administration, among other offenses.
The Commission began investigating Ferrin in April 2025 after receiving a complaint related to the charges. As a condition of his guilty plea to the misdemeanor DWI charge, which resolved all related charges, Ferrin agreed to resign and never seek or accept judicial office again.
On May 23, 2025, Ferrin, his attorney, and the Commission’s Administrator signed a stipulation formalizing this agreement, which the Commission accepted on June 12, 2025. Ferrin also waived confidentiality, allowing the stipulation and the Commission’s order to be made public.
The Commission’s Administrator stated:
“Driving While Intoxicated and related offenses endanger not just the inebriated driver but passengers, others on the road, pedestrians, and police officers in pursuit. Judges, who are required by ethics rules to respect and comply with the law, must be especially mindful of setting the right example in this regard, since their conduct on or off the bench is so often scrutinized and publicized.”
Ferrin had served as a Justice of the Conquest Town Court since January 1, 2024, with his term originally set to end on December 31, 2027.
