On Thursday, May 14, 2026, WHAS11 reported that former Clark County Sheriff Jamey Noel, currently serving a 12-year prison sentence for 27 felonies, has accused Judge Larry Medlock of bias during his criminal case. Noel’s allegations are contained in exclusive letters obtained by the WHAS11 FOCUS Team.

Noel claims that Judge Medlock’s words and actions demonstrated unfairness. Specifically, Noel cites comments Medlock made on the record, including references to Noel having a “harem of women,” a “fleet of cars,” and calling him a “kingpin.” Noel believes these comments indicate Medlock was biased against him.

Adding to Noel’s claims, he also took issue with Medlock’s behavior on the second day of his classic car auction in French Lick, Indiana, in May 2025. This auction, which brought in $1.2 million from selling Noel’s classic car collection, was intended to help pay his restitution. Noel stated that Medlock was “smiling and laughing while attending the auction in Orange County where my vehicles were being auctioned off, admitting he was trying to break the gavel like he did at one of my early court hearings.”

WHAS11 confirmed that they were the only Louisville station to attend the second day of the auction. A representative of Freije & Freije auctioneers told WHAS11 they were going to bring Medlock up on stage to help sell Noel’s second 1972 Plymouth Superbird. Medlock went on stage and swung a gavel about five times when the car sold for $175,000.

WHAS11 reached out to Judge Medlock for a response to Noel’s allegations. However, Kelli Carl, a court reporter for Washington County, Indiana, stated that “Judge Medlock does not have the authorization to respond and therefore does not have a comment as to your inquiries.”

The accusations of bias come as Noel serves his sentence and expresses a desire to change his life, claiming he is “living my life now like I will when I get out, for the lord” and working towards a divinity degree. He also filed a lawsuit from prison in April, alleging that current Clark County Sheriff Scottie Maples and Scott County Sheriff Jerry Goodin infringed upon his rights while detaining him before his plea deal in 2024. Maples lost his primary election on May 5 to former Jeffersonville Police Chief Kenny Kavanaugh.

Noel was convicted of stealing or misusing over $2.8 million from his nonprofit fire and ambulance company, New Chapel EMS, from 2018 to 2023. An audit also revealed he misused or didn’t provide receipts for over $900,000 of expenses from the Clark County Sheriff’s Office during his eight years as sheriff. His ex-wife, Misty Jackson, recently finished a 10-month prison sentence for stealing over $600,000 from New Chapel EMS, and their daughter, Kasey, served 4.5 months for stealing over $100,000.
